Each year we welcome State, Local Government employees, and vendors to the New Jersey Digital Government Summit, where the entire day is spent discussing the latest technology and how we can improve the services for the residents of New Jersey. Chief Technology Officer, State of New Jersey

Chris Rein is the chief technology officer for the State of New Jersey. In this position, he leads the state’s Office of Information Technology — a 700-person team charged with operating the technology infrastructure for more than 50 state departments, agencies and offices. Rein was the former deputy director of the state’s Homeland Security Cybersecurity and Communications Integration Cell. In this role, he also served as the deputy state chief information security officer. Rein’s background includes 37 years developing, integrating and managing software, as well as holding leadership roles with large and complex information technology projects. Prior to joining the NJ Office of Homeland Security, Rein was the vice president and chief information officer for CSI Technology, a New Jersey software development company serving law enforcement, regulatory and judiciary markets.

As a founding partner of digital strategy firm, Future Point of View (FPOV), Scott lives on the leading edge of technology and innovative thinking. Scott speaks to large audiences worldwide about the intersection of humanity and the Digital Transformation. Through FPOV, Scott provides advisory work for clients including Fortune100, SMB’s and government entities. This work has driven him to develop unique concepts such as the HUMALOGY® Scale for measuring the amount of human or machine involved in a system or process, and the Rivers of Information® process for building learning eco-systems. He also pioneered a framework for looking accurately into the future of an industry sector in order to set organizational strategy: The High Beam process.
Scott co-founded Alkami Technology (ALKT), the developer of a second-generation online banking platform with innovative features non-existent in current systems. The company went public in 2021 at a $3billion valuation and is today headquartered in Dallas with over 350 employees.
Scott is recognized globally for his unique ability to accurately predict future digital trends and explain the logic behind why these will alter the current status quo of the economy and society. While business application of his insights is extremely valuable to leaders and companies, he is also motivated help improve the impact post Covid environments are having on people and their daily lives. Technology has been increasingly driving change and stress and recent events are amplifying this problem. He has a unique perspective on how to manage the personal toll technology is causing people, teams and organizations.
Even as a young child, Scott was destined to see the world through a Humalogy® lens. His father was a programmer for Boeing and his mother was a counselor who mixed many philosophies into her practice of helping people in life. To this day, he is a hybrid of a technologist and humanist who strives to find a hopeful future in blending the two.
Scott has the ability to entertain, inspire, and enlighten audiences, while helping them gain new perspectives about how technology is impacting us. Scott never does a canned presentation with the exact content across events. He sets himself apart from other speakers by architecting his content with the latest examples, current events and trends relevant for the keynote he is delivering.
He is equally adept at giving large stage keynotes, speaking to small boards of directors, facilitating half and full day workshops, and doing break-out sessions. As an added bonus of his presentations, attendees come away learning how to be a better facilitator, speaker or presenter by seeing Scott use different applications and technologies to engage audiences either in a virtual, hybrid or in person setting. The best measure of his ability to inspire and inform audiences is the high percentage of speaking clients who bring him back for follow up work with their audiences.

Deputy Chief Information Security Officer and Chief Operations Officer, New Jersey Cybersecurity and Communications Integration Cell

Rob Bruder is the Deputy Chief Information Security Officer for the State of New Jersey and the Bureau Chief for the Security Engineering and Cyber Operations bureau of the NJCCIC where he provides recommendations and improvements intended to enhance the State's cybersecurity posture. The NJCCIC is the State's one-stop shop for cybersecurity information sharing, threat analysis, and incident reporting. A component organization within the New Jersey Office of Homeland Security and Preparedness (NJOHSP), the NJCCIC works to make the State of NJ more resilient to cyber-attacks, to promote statewide awareness of local cyber threats and widespread adoption of best practices.

Brian Cohen

Vice President, Center for Digital Government

Brian Cohen is the vice president of the Center for Digital Government and Center for Digital Education, a national research and advisory institute on information technology policies and best practices in state and local government and education. Prior to joining the Center, Brian was vice chancellor and University CIO for the City University of New York (CUNY).
As the vice chancellor and University CIO at CUNY, Brian directed the Office of Computing and Information Services (CIS), developed and managed the enterprise IT vision, strategy and day-to-day technology operations of the University. His areas of focus included academic and business systems, cloud strategies, IT policies and procedures, cybersecurity, project management, IT resiliency and disaster recovery and network and telecommunications.
Brian also served in leadership roles with the City of New York. Among his many accomplishments, Brian developed the City of New York’s e-Government strategy, implemented the City’s award-winning nyc.gov website and managed the City’s effort to address the Y2K technology challenge.

Joe DeLaTorre supports technology and policy implementation on an array of initiatives for the Office of Innovation. He leverages human-centered design skills to develop and implement UX/UI and content changes on Business.NJ.gov and investigates the use of new technologies and innovations to improve the experience of starting, operating, and growing a business in the Garden State. Joe also conducts policy research and formulates policy recommendations related to workforce development and the future of work.
Prior to joining the Office of Innovation, Joe was a member of a Washington D.C.-based consulting firm where he supported causes, philanthropies, and Fortune 100 companies on issues ranging from the opioid epidemic to expanding California’s EITC. Joe is a veteran of the United States Air Force where he worked as a Tactical Aircraft Maintenance Technician and briefly worked as a high-rise land surveyor in Southern California during the housing crisis.
Joe received his master’s in public Affairs from Princeton University’s newly rebranded School of Public and International Affairs, and his Bachelor of Arts in Political Science from the University of California, Los Angeles. Joe likes spending his spare time maintaining his vintage cafe racer and building furniture, although his new favorite pastime is coaching his daughter, Evelyn, through baby bootcamp.

AI Research and Management Fellow, Office of Innovation, State of New Jersey

Walker is an AI research and management fellow working on the Data and Policy team at the Office of Innovation. He joins the Office as an Eagleton Science and Politics Fellow through the Eagleton Institute at Rutgers University. In this capacity, he brings his technical and policy expertise to help advance the responsible and effective use of AI-based tools.
Prior to joining the Office of Innovation, Walker earned his Ph.D. in engineering, studying artificial intelligence and robotics at the University of Pennsylvania. While working on his Ph.D., he led the Penn Science Policy and Diplomacy Group, a group of graduate students, post-docs, and faculty working to engage scientists in the societal impacts of their research, and bringing scientific expertise to policymakers at the local, state, and federal levels. In this capacity, he led research teams on projects related to equity in AI systems and algorithmic prevention of misinformation spread. He also worked at the U.S. Government Accountability Office, focusing on AI policy and federal research spending oversight.
Walker received his MS in Robotics from the University of Pennsylvania, and his Bachelor of Science in Mechanical Engineering from SUNY Buffalo. Outside of work, Walker enjoys making music as a guitarist and member of the Chestnut Street Singers, and backpacking his way through public lands in New Jersey and across the country.

Andrea Levandowski is the Adult Services Specialist at the New Jersey State Library.  She consults with libraries across the state to build their capacity in the areas of economic development, workforce development, and digital inclusion.  Previously, she was the Reference Librarian for Training and Nonprofit Information at the New Jersey State Library.  She received her B.A. in Education and English at Georgian Court University and her Masters of Library and Information Science at Rutgers University.
Marc Pfeiffer, Associate Director, Bloustein Local, Center for Urban Policy Research, Rutgers University
Marc H. Pfeiffer retired in 2012 from a 37-year career in New Jersey local government administration, having served as a municipal administrator in several municipalities, and 26 years of service in the State’s local government oversight agency, the Division of Local Government Services. At DLGS he served as Deputy Director for 14 years, and periodically as Acting Director.
Marc has broad experience in many areas of local government policy and administration, including specific expertise in areas such as finance and property taxation, public procurement, shared services and consolidation, technology, energy, labor relations, and general government administration. He also has deep experience in the legislative process and as a regulatory officer. He is currently engaged in research concerning the use of technology in local government.
In addition to participating in Bloustein Local, Marc makes his extensive government experience available as a guest lecturer and other collaborative efforts. He is also assisting the Rutgers School of Public Affairs and Administration with the State’s Certified Public Manager Program in curriculum development and instruction.

Lucas Marxen is Executive Director of the Environmental Analysis and Communications Group at the Rutgers University Bloustein School of Planning and Public Policy and Co-Director of the New Jersey Climate Change Resource Center, a statutorily established and academically housed service center providing support to communities, state and local decision-makers and the private sector to advance equitable and science-informed climate change solutions. Lucas leads a talented research team with expertise in planning, policy, data analysis, and public informatics development. Lucas leads applied research projects focused on supporting state and local planning and policy making across various aspects of climate change, environmental policy, and resource development/management. He manages a team leading the development of digital informatics systems that combine computer science and data visualization techniques into platforms that bring research and data to a broad set of stakeholders to support decision-making across a diverse range of subject and research areas. Lucas also has expertise in developing geographic information systems (GIS), enabling spatial analysis and modeling for research initiatives in a variety of disciplines.
Lucas also leads the NJADAPT Program at the New Jersey Climate Change Resource Center, developing a suite of data-visualization and mapping tools designed to assist planners, community leaders, businesses, and residents to understand and adapt to the impacts of climate change on people, assets, and communities in New Jersey. Prior to joining the Center for Urban Policy Research in 2024, he led the development of the SEBS/NJAES Office of Research Analytics at Rutgers University where he provided leadership and direction on the development of analytical capabilities and services to meet the ongoing demand of stakeholders both within and outside the university. Lucas earned a Master in City and Regional Planning from the Edward J. Bloustein School of Planning and Public Policy, a Master of Science in Computer Science from Rutgers University, and is currently pursuing a PhD in Planning and Public Policy from the Edward J. Bloustein School of Planning and Public Policy.

Chief Innovation Economy Officer and Director of Broadband, Invest Newark

Aaron Meyerson is the Chief Innovation Economy Officer and Director of Broadband at Invest Newark, the City of Newark’s economic development agency. He works closely with the City of Newark and the Newark Alliance to progress broadband and innovation work citywide. He supports the Newark Fiber initiative, a public-private partnership to bring high-speed affordable broadband to all Newark residents, along with attracting, retaining, and expanding high-growth businesses in Newark. Prior to joining Invest Newark, Aaron served as the Deputy Chief Technology Officer for Broadband for the City of New York. Meyerson also served as founding employee and Senior Director of Operations for WiredScore, a venture backed global broadband and real estate technology company. He earned a B.A. in Anthropology from Syracuse University, and a master’s in urban planning from New York University.

Prior to Xerox, she worked for a large global media company and in the public sector. Erica graduated from the College of William & Mary and lives in Ashburn, VA with her husband and three children.

Sarah Shively (she/her) serves as a product designer for the Office of Innovation’s Resident Experience Initiative team. She is working to elevate experience, accessibility, and ease of use for New Jersey residents when accessing government services and benefits through research, prototyping, and creating designs for web and mobile.
Before joining the Office, Sarah worked at a variety of private sector companies, developing the user experience of complex data cleaning, enterprise service management, and IT operation software. Her work has taken her from Raleigh, to Budapest, New York, and now to New Jersey. She has worked for a Fortune 50 company, as well as small design studios and agencies. Her design practices center around co-creation, accessibility, human-centered design, and making the complex simple and beautiful.
Sarah graduated from North Carolina State University with a Bachelors in Graphic Design. Beyond work, Sarah enjoys bouldering, third wave coffee, travel, and illustration.

Eileen Troutman

Chief Information Officer, Department of Health, State of New Jersey

Ms. Troutman oversees and provides strategic direction and system methodology for information technology and services including architecture, applications, PMO,  infrastructure, IT security,  contract management, budget and the statewide data health exchange, NJ Health Information Network (NJ HIN), supporting over 7,000 employees in central office an the state psychiatric facilities.
During the Covid Pandemic, Eileen and her team successfully established work from home policy, and equipment, expanded the use of electronic workflows, modernized the communicable disease reporting platform and the statewide immunization registry and electronic lab reporting platforms to seamlessly integrate Covid response, created the state of NJ’s first data lake analytics platform in the cloud.
Prior to joining NJDOH, Ms. Troutman spent fifteen years in the private industry as an employee or consultant for Fortune 100 Manufacturing and Communications companies, leading standardized electronic data exchange, supply chain, CRM, and manufacturing software strategy and  implementation.
Ms. Troutman received a Master of Business Administration and a Bachelor of Computer Science from Rider University with Summa Cum Laude honors.  She enjoys international travel and long walks with her canine companion, Macy Mae.
