Robert Joined the Montana Department of Revenue in 2012 as the manager of the quality assurance team in the technology division. Since then, he has managed applications development, been deputy administrator for technology services, and is now the administrator of the technology services division and Chief Information Officer.
As division administrator, Robert is responsible for ensuring all department staff have the technology required to complete their work effectively and efficiently. As CIO, he is responsible for ensuring the security of systems, keeping technology up to date, and adhering to the state's technology rules.
Robert was born and raised in East Helena, Montana, and before joining DOR, Robert served for 30 years in the U.S. Coast Guard, working in electronics, computers, and engineering.

Scott McMahan is the Director of Information Technology for the City of Bozeman, Montana. He has worked for the City for twelve years.
Scott was born and raised in Montana and enjoys the outdoors, especially hunting and fishing. Prior to working for the City, he lived in Bend Oregon. He spent 17 years as an employee and partner of a small consulting firm. During this time, the firm provided a wide range of IT services to clients across various industries, with a significant focus on local government.
Scott manages the IT staff members, IT related projects, and he is involved with developing long-term strategic technology initiatives. He has been providing technical services to local government for 28 years. His areas of focus have been helping local government with network design and implementation, server and pc infrastructure design and support, long term IT planning, disaster recovery, and cloud based services. Scott earned a Bachelor’s degree in Business Administration from the University of Montana.
He has been married for 31 years and is a proud father of three.

James has been working for the State Information Technology Services Division in the Department of Administration for 14 years.  In that time he has been a Security Systems Administrator, Security Analyst, Forensics Examiner, Incident Responder, Bureau Chief, and now is their Security Architect.  His primary role has been to help assess the state’s Zero Trust architecture maturity, develop its vision and strategy, and guide technology projects that align with the strategy to increase Zero Trust maturity.  James is an experienced speaker around Zero Trust as he has been a panelist for both GovTech and the Multi-State Information Sharing and Analysis Center’s (MS-ISAC) conferences in the past.
